Organizing a global giant – challenges for EU´s development policy

The European Union is not only the world´s largest donor of development aid, but also a central global actor when it comes to trade and climate negotiations. Its decisions therefore affect the world´s poor in many ways. EU´s diplomatic service, European External Action Service (EEAS), was launched in 2011 as a result of the increasingly evident incoherence of the Union´s external policy. EEAS´s mission is to strenghten the EU on the global stage by carrying out its common foreign and security policy. Has it succeeded? What is the role of development policy within the EEAS? What are the main challenges for EU´s next foreign policy chief, Federica Mogherini, regarding the organization of EU´s development aid? How can these challenges be tackled?
